Title VII of the Elementary and Secondary Education Act of 1968, The Bilingual Education Act (BEA), was the first piece of federal legislation to recognize the needs of Limited English Proficient (LEP) students (De Jong, 2011)). Almost 40 years after its introduction, bilingual education is still generating controversy over its efficiency in educating English Language Learners (ELLs). Bilingual Education has been one of the most controversial and even contentious issues of modern education, with many anti-immigration groups opposing it as a threat to national identity. However, years of research have proven that the bilingual approach is the most effective way to educating ELLs. This paper will explore past and current trends in bilingual education and will recommend options for the future.
